The film begins with the shocking assassination of the first female President of the United States, Sally Sheridan. The killer escapes, and the country falls into chaos. Three months later, an injured man is found in the woods by an elderly couple. He has no memory of who he is. The only clue to his identity is a tattoo on his chest that reads “XIII”.
Government intelligence agencies quickly trace him, believing he is connected to the presidential murder. Special forces storm the couple’s house, killing them, but XIII escapes. Confused and hunted, he tries to uncover his identity while being chased by multiple agencies and dangerous mercenaries.
He meets Sam, a woman who helps him track down clues, including a photograph of a woman named Kim. As XIII digs deeper, he learns that “XIII” is part of a secret code connected to a powerful conspiracy inside the government and military.
The mysterious assassin La Mangouste (played by Val Kilmer) captures XIII and reveals that he was part of a covert military operation. After escaping again, XIII discovers he once served as a special operative and underwent facial reconstruction to infiltrate a fascist group planning to overthrow the government.
